In 1916 had Van Cauwelaert de regering doen beloven dat ze lsquode gelijkheid in rechte en in feitersquo met Walloni op taalgebied zou helpen vestigen. Maar koning Albert I steunend op de liberale partij had hem in 1923 een zware nederlaag toegebracht en de dominantie van het Frans in Vlaanderen veilig gesteld. Ook de regering die de katholiek Van Cauwelaert daarna met de socialisten vormde werd binnen het jaar ten val gebracht bij gebrek aan de nodige financile middelen. Van Cauwelaert moest zich terugtrekken op zijn burgemeesterschap van Antwerpen. Hij verwezenlijkte de uitbreiding van de stad en een ongeziene groei en industrialisering van de haven. Maar hij leed een nieuwe nederlaag bij de verwerping in 1927 van het BelgischNederlands verdrag dat onder meer de verbinding van de Antwerpse haven met de Rijn moest verbeteren. In november 1927 kwamen de flamingantische christendemocraten eindelijk in de regering. In een slopende vijf jaar durende strijd wisten ze het taalstatuut af te dwingen dat de Nederlandstaligheid van Vlaanderen erkende. Naast die gelijkheid in rechte met Walloni moest nu de lsquogelijkheid in feitersquo komen. Maar intussen had zich een antiBelgisch Vlaamsnationalisme ontwikkeld dat een oplossing verwachtte van Duitsland in een nieuwe oorlog. Lode Wils 1929 publiceerde eerder De Messias van Vlaanderen. Frans van Cauwelaert. 18801910 Frans van Cauwelaert en de barst in Belgi. 19101919 en Frans van Cauwelaert afgewezen door Albert I. Deze boeken werden bekroond met de Pilvan Gastelprijs. De auteur werd ook gelauwerd met de Antwerpse Provinciale Prijs voor geschiedenis en volkskunde 2001. In 1932 bewerkstelligde Frans van Cauwelaert de vernederlandsing van het onderwijs en van de openbare besturen in Vlaanderen.
