Ondanks een uitgebreide verzorgingsstaat en intensief sociaal beleid kampt Nederland al decennialang met hardnekkige maatschappelijke vraagstukken met schijnbaar niet in te lopen achterstanden en zelfs met moeilijk uit te roeien misstanden. Er bestaat grote politieke en maatschappelijke concensus over de gebrekkige werking van beleid in de sociale pijler. Deze consensus gaat in het publieke debat vergezeld van kritiek op het optreden van de overheid dat ineffectief en inefficint zou zijn. In dit boek analyseert Jeroen Hoenderkamp de sociale pijler van binnenuit. Hij begint zijn analyse daarbij niet vanuit de vraag wat maatschappelijke wenselijke uitkomsten van het beleid zouden zijn maar hoe de praktijk van de actoren die op lokaal niveau in de sociale pijler opereren er uit ziet en wat ze daar kunnen betekenen. De analyse verbindt hij met academische inzichten uit de maatschappij en bestuurswetenschappen. Dit boek laat zien dat het impliciete perspectief dat bijna alle deelnemers aan het debat over de sociale pijler hanteren veel te optimistisch is over de mogelijkheden voor het voeren van effectief ociaal beleid. Hierdoor worden in het debat de effecten van de inspanningen van lokale overheden gecontrasteerd met irrealistische ideen over hoe het allemaal zou kunnen en moeten. Als niet wordt opgepast worden zo beleidspraktijken die naar behoren functioneren keer op keer geconfronteerd met politiek genspireerde maar praktisch onwaarschijnlijke en daardoor improductieve hervormingsagendas. «
