Divided into three parts it first gives an uptodate summary of theobservational data then in the following theory section deals with thekinetic description of cosmic ray plasma. The underlying diffusionconvectiontransport equation which governs the coupling between cosmic rays and thebackground plasma is derived and analyzed in detail.
